Kurzfassung/Abstract

Dealing with the past and handling its political, societal and moral implications have been continuous issues for Germans since 1945, not least in their foreign affairs. For the analysis of these complex processes, the present paper proposes a new, interdisciplinary approach, combining concepts from cultural Memory Studies, (new) cultural history and reflectivist, namely constructivist and poststructuralist, International Relations (IR) theory. Thereby, it intends to contribute to IR’s long overdue turn to memory.
Following this theoretical groundwork, the study will exemplify our perspective by focusing on the notion of responsibility in the context of the German foreign policy debate. The second chapter will thus look at the discourse itself and analyze how Federal President Joachim Gauck, as memory agent tried to legitimize his particular interpretation and to promote the according “lessons” of what acting responsibly should mean in German foreign policy. We will then discuss the “success” of Gauck’s memory political endeavor to influence Germany’s foreign political discourse towards a more “active” understanding of responsibility by interpreting in how far the orator’s normative project became hegemonic in the foreign political debate.
