Kurzfassung/Abstract

Dealing with the past and handling its political, societal and moral implications have been continuous issues for Germans since 1945, not least in their foreign affairs. The present paper compares how two Federal Presidents, with major speeches, contributed to the processes of collective memory of National Socialism and World War II, how they linked their respective interpretation to Germany’s national identity and which conclusions they drew for German behavior on an international scale: Richard von Weizsäcker, on the occasion of the 40th anniversary of the end of World War II, championed Germans’ responsibility to come to terms with their past through remembrance. Joachim Gauck, in his widely covered address at the Munich Security Conference in 2014, emphasized Germany’s responsibility to engage in international affairs because of its past. The innovative interdisciplinary approach taken by this paper, joining concepts of Memory Studies and International Relations theory, discloses the links and interdependencies between collective remembering, (national) identities and foreign policy role concepts. Additionally, the historical comparison allows insights into how the evolution of a collective memory concept and how this has contributed to a more active and determined notion of Germany acting responsibly in international affairs, thus adding to the ongoing discussion on continuity and change in German foreign policy.
