The ongoing immigration to Germany of people fleeing their homes since the summer of 2015 has posed challenges to both state institutions and volunteerism and has partly restructured the power and dependency relationships between both. German civil society is characterized by a complex structure of voluntarily engaged private individuals and professionals whose activities are supported by state agencies.
